I reckon this fits Pholiota communis (Pholiota multicingulata is very close, if not the same thing). It would be growing on wood chips or wood debris, and with a slimy (viscid) pileus when fresh. It is very similar looking to Cortinarius abnormis, but this species is on the ground rather than on wood, and more yellow brown, and with a yellow mycelium at the base of the stipe.1 votes
